Ubuntu/Debian must patch it then or supply symlinks to alternative
head/tail locations because base is only parsed when resolvconf.conf is
not present which it is these days by default.
You can set your "base" values in resolvconf.conf instead. See man
resolvconf.conf(5) for details.
