As I am not sure this is a bug yet, I am trying to get some response
here:
According to this
http://forums.gentoo.org/viewtopic-p-6524990.html#6524990 I managed to
establish l2tp connection.
However after establishing the l2tp and having ppp0 start, the dns info
is not updated by resolv conf, and I had to add a line to add the ppp0
device:

resolvconf -u -a $IFACE= </etc/resolv.conf.strongvpn


how can I verify this bug?

I am using baselayout 2 with openrc
