Oops, in that case I missed that it writes the dep tree every time and

As udev creates its device-nodes in sysinit runlevel, isn't it an improvement to add hwclock / swclock init-scripts to sysinit runlevel too? I know this is just an idea, and may collide with hwclock accessing /etc/adjtime or similar stuff.

This shouldn't be an issue as hwclock will only read at that point.
Besides, using adjtime bites you in the ass badly when you enable ntp :/

I see no issue with adding swclock to the sysinit runlevel.
I expect Ed will update us :)
