I'm not sure of the big picture myself, but I think you have interface up/down scripts in wpa_supplicant? Additionally I think there are up/down script opportunities via dhcpcd - it would appear that Roy is going down the direction of dhcpcd becoming the driving net configurator so I should imagine this is a safe bet. You appear to be able to stash a bunch of config per interface and per SSID in /etc/dhcpcd.conf

Would be interested to hear how you really solve this though...
