Nothing wrong with those that I can see.
Is either wpa_supplicant or netplug actually running for those interfaces?

A possible workaround would be to ad net.eth1 and net.eth2 to the
defaul runlevel, but remove the net provision for them like so
rc_provide_net_eth1="!net"
rc_provide_net_eth2="!net"
