Hi Roy,
Patches I can run against an existing install but I am afraid I don't
know how to go about testing the current git master. I did some googling
and it looks like I need to clone your git repository and then build
dhcpcd but I am not sure then how to replace my distributions dhcpcd
with the git one to test it, without messing everything up.
Sorry,
Adolf.

I recently updated dhcpcd from 9.2.0 to 9.3.1 on my Raspberry Pi
running Arch Linux ARM. I use a static IP on this machine as I use it
for a dhcp server for my DMZ zone. dhcpcd timed out and the interface
was left disconnected.
As it is a headless machine I logged in locally with a keyboard and
screen and downgraded to 9.2.0 and everything worked again. Repeated
and the same happened.
Attached are the log files for 9.2.0 and for 9.3.1 together with the
systemd status output in both cases.
9.3.1 is working fine on my Arch Linux system, it's only on the ARM
version that I have the problem.
I have seen that other people have had some problems with 9.3.1 but I
am not knowledgeable enough to know if my problem is the same/similar
as theirs and if your patches would also work for me.
Let me know if I need to provide some more input or run further
debugging.
I would appreciate it if you could test the current git master as it
should already be fixed.
Let me know so I can rush a new version out of the door!
Roy
