This seems to be exactly what I was looking for, thank you! I see fallback
specifically mentioned under the reboot option in the man page now (although it
doesn't seem to appear in the dhcpcd.conf man page). I had the idea of a timeout

If that's the case why bother with a static profile? dhcpcd will poll ad
infinitum to get a DHCP lease by default.
The clients are relatively portable and get pulled on and off networks. They can
end up somewhere without a dhcp server or just need to be reachable in an ad-hoc
way, and the fallback is handy for that.
Maybe consider IPv4LL and mDNS instead to solve that?
