Looks like you're correct. I see nothing in the tcpdump after restarting
dhcpcd. So is my ISP doing it wrong, or is there a config I don't have right

to be basically impossible)
I have all icmpv6 allowed in my firewall (netfilter) config, so I don't think
I'm blocking a reply. (and I don't know - is tcpdump before or after the firewall?)
tcpdump ignores the firewall for the interface it's capturing on.
I recently got an upgrade that required bonding (LACP) the connection to the
modem - I renamed my interfaces and made the new bonded interface name the
same as my old single wan interface name (wan0) So, I have two wan0slave0
and wan0slave1 interfaces, that the OS init scripts add to a bond called
wan0, and I configured that to start before dhcpcd starts.
This might be the problem.
Try performing ipv6rs on those interfaces and see if anything comes back.
I don't know anything about bonding or LACP so I really can't help much more.
