Looks like you're correct.  I see nothing in the tcpdump after restarting
dhcpcd.  So is my ISP doing it wrong, or is there a config I don't have
right for their config?  (Getting them to assist with ipv6 on a linux
router is going to be basically impossible)

I have all icmpv6 allowed in my firewall (netfilter) config, so I don't
think I'm blocking a reply. (and I don't know - is tcpdump before or after
the firewall?)
