Try putting all the options in both routes.

It's a long time and known android issue.
I'm in the process of tracking down the MAC address of all the android devices... Like my Amazon smart plugs. They don't to respond to pings so it's an interesting issue to track
down. Fortunately my WiFi AP is running dd-wrt so I can get onto that and use tcpdump and filter for the wifi connected MAC addresses to find them to put them into their own class
on the dhcp server to they get passed an acceptable set of options.
Standards are a wonderful thing... Until people don't follow them and things that don't work.
So, completely following this particular RFC, results in a LARGE number of android based devices (phones, tablets, IoT devices etc) that don't work correctly... Unless someone is
willing to do a LOT of very "fiddly" configuration to accommodate this.
