Even if the dhcpcd user exists, the files will still be owned by root:root (or 
root:wheel if BSD).
The dhcpcd user exists purely to lock into an empty directory (the dhcpcd users 
home directory) so if dhcpcd is breached the user can't read or do anything.

ofc, the user does need to exist and without the user privilege separation and 
sandboxing is disabled.
