No duplicate dhcpcd process. My router seems to offer addresses that are already leased out though.
Maybe this is not something you can do anything about?
It's something I *should* do something about. At a minimum, if all addresses are
unuseable, a DECLINE message should be sent so the server can hopefully pick
another address.

I just haven't decided yet how to go about addressing it. It's never been a
problem until now.
I'll probably have a stab at addressing it after dhcpcd-9.0 has stabilised -
there are still a few reported issues which must take priority.
