Until very recently, dhcpcd has never taken the interface down for any reason so
something else must have been doing that for you.
In the master branch, dhcpcd will only take the interface down on carrier loss
if anonymous is enabled so dhcpcd can change the mac address. It will then be
brought up again and we await for carrier once more.
