Have you tried to set appropriate ip route commands at exit-hook?
I don't know if that is supposed to work. Just throwing a thought which looks to me at the right direction.

Hi Roy,
I’m running dhcpcd on linux. I’d like to put my default route not into the main routing table but to another one. Is it somehow possible? Quick check of configuration parameters shows that I can only enable or disable default route maintenance…
