I am actually experiencing the opposite on CentOS 7. Using dhcpcd 8.0.6 and 
openresolv 3.9.2, dhcpcd would call resolvconf upon setting the IP address, 
and resolvconf would consume enough CPU time that I would need to kill it. 
Using the same version of openresolv with dhcpcd 8.1.1, resolvconf now seems 
to behave itself and idle at 0% CPU time when called via dhcpcd, and dhcpcd 
itself doesn't seem to be using any CPU time while running.
