Even if dhcpcd is started before the tun interface is created, dhcpcd 
should spot it's creation and assign addresses to it, but I've not 
tested that in a long time. I'll see if I can test that scenario over 
the weekend.

The lan interface should already be there though .....

dhcpcd debug logs would be useful here.
