OK, I've finally found time to setup a test environment for this, but I 
cannot replicate your issue.

Your config works perfectly without error for me - I get a /62 deleted 
and it delegates 4 /64 addresses and routes perfectly for all interfaces.

Can you test my dhcpcd master branch please?
