I think it's best to write it off for now.
Either let dhcpcd handle the RA or slaacd.

I don't think either would affect carrier loss though.
If dhcpcd didn't recover, then one of the following is true:
* carrier stayed down
* carrier came up but dhcpcd didn't get the RTM message

Although dhcpcd has support for OpenBSD's RTM_DESYNC message, it's never 
really been tested either.
