Ah sorry.
To be clear, you can send option 17 with as many sub-options as you want
but you can only request option 17 - you can't request sub-options.
I don't think dhcpcd supports sending of sub-options yet.

Its just that I came across this link where I saw sub-options being sent
in option 17 for Solicit itself, so I wanted to confirm.
The link has Chinese content but you get the jist :) It seems to be
sending vendor specific data and also requesting vendor specifc info in
option 17 - ORO within option 17.

The server sends this back with the sub options within in.
You should see this in pcap, if not it's a server issue and not dhcpcd's
