Yes I see only Option17 in ORO of Solicit message and in response I do get
the sub-options from the server.
Its just that I came across this link where I saw sub-options being sent in
option 17 for Solicit itself, so I wanted to confirm.
The link has Chinese content but you get the jist :) It seems to be sending
vendor specific data and also requesting vendor specifc info in option 17 -
ORO within option 17.
