dhcpcd 7.1.1 (and 7.2.0) time out on boot

Hello,

I just upgraded from OpenBSD 6.4 to 6.5 and subsequently upgraded dhcpcd
from 7.0.8 to 7.1.1. After the upgrade, and before upgrading dhcpcd,
dhcpcd successfully obtained an IPv6 lease (via DHCPv6-PD). However,
after upgrading dhcpcd and rebooting, the first attempt of dhcpcd to
obtain a lease fails with dhcpcd[11920]: timed out.

Restarting dhcpcd after the timeout results in a successful lease.

Looking a bit closer, I see the following in /var/log/daemon:

Apr 24 21:12:06 brooklyn dhcpcd[72925]: timed out

Before upgrading dhcpcd from 7.0.8 to 7.1.1, there is no "carrier lost"
message. When dhcpcd successfully obtains a release after restarting the
daemon, there is also no "carrier lost" message.

I tried out dhcpcd 7.2.0 and the issue still seems to be there. I don't
suspect this is an OpenBSD issue since dhcpcd 7.0.8 worked just fine on
OpenBSD 6.5.

Any help would be much appreciated.
