static routers not exposed in hooks

Hi Roy,

I am setting up a custom embedded platform with multiple network
connection for control & media streaming. I must support both static &
dhcp settings on all interfaces, in multiple different subnets, which
requires to setup static routes. I have successfully achieved adding
and deleting routes using a hook script. However, the issue is when
using static ip with a "static routers" value specified, the
"new_routers" variable is not available to the script, so I can't
properly setup the routes for that interface.

I think the "static routers" value should be exposed to the hooks when
specified. Is that the intended behavior or is it simply missing?
