I'll gladly post whatever you'd like in a few days. Today I'm at the
cabin planting thousands of trees. This is where I'd like to use RPi
with the cellular modem to make a wifi hotspot for low speed and low
volume (at low cost) over the winter and I'll return home this weekend
but be hosting grandkids and their friends. The oldest can drive and the
youngest is four so it will be mayhem until Tuesday.
On that note I'm away without a computer for a weeks holiday from today.
PPS: I looked on your website for dhcpcd.conf info and found that your
support page fails with:
Can Not Connect to MySQL
Unable to connect to MySQL!
Unable to establish a connection to any database host (while trying
"phabricator_config"). All masters and replicas are completely
unreachable.
and more.
That site has been down for a very long time.
I do miss it, but no replacement software currently meets my needs.
In what little copious free time I have I am working on a replacement,
but as usual it turns out to be a bigger project than before, but also
good learning excerise.

dhclient doesn't do any carrier detection.
dhcpcd does.
If the kernel driver can't report it correctly, use the -K option on
the command line or nolink in dhcpcd.conf
Out of curiosity, can you post the output of ifconfig or `ip a` please?
Still want to know this :)
