I'll gladly post whatever you'd like in a few days. Today I'm at the
cabin planting thousands of trees. This is where I'd like to use RPi
with the cellular modem to make a wifi hotspot for low speed and low
volume (at low cost) over the winter and I'll return home this weekend
but be hosting grandkids and their friends. The oldest can drive and the
youngest is four so it will be mayhem until Tuesday.
I couldn't find a current description of dhcpcd.conf online anywhere so
I logged into another RPi running that version of Linux at home:

and did a "man dhcpcd.conf" and nolink looks like it is EXACTLY what I
need! WOW! Thanks and I'll try that as soon as I can.
P.S. This version of everything does NOT have the SEGV that I'd
previously fixed by building 7.0.0 RC1 so I haven't messed with your
current software.
PPS: I looked on your website for dhcpcd.conf info and found that your
support page fails with:
Can Not Connect to MySQL
Unable to connect to MySQL!
Unable to establish a connection to any database host (while trying "phabricator_config"). All masters and replicas are completely unreachable.

dhclient doesn't do any carrier detection.
dhcpcd does.
If the kernel driver can't report it correctly, use the -K option on the
command line or nolink in dhcpcd.conf
Out of curiosity, can you post the output of ifconfig or `ip a` please?
