run-hooks being spawned every time router advertisement is received (every 5 seconds)

I've found (using dhcpcd 6.11.5 on Raspbian stretch) that dhcpcd-run-hooks is being run every time my router sends a router advertisement, which is every 5 
seconds. This doesn't seem appropriate, especially as each advertisement is identical.

Is this expected behavior?
