if_route (ADD): Network is unreachable messages in log

Since upgrading to OpenBSD 6.3 and dhcpcd 7.0.3, I get the message

  if_route (ADD): Network is unreachable

every 7 seconds in my logs. It looks like dhcpcd is trying to add a
route, as this message is accompanied by

  Apr 14 15:35:38 brooklyn dhcpcd[39908]: em0: adding route to 2604:2000:c27:4::/64

Note that em0 is the WAN interface; em1 is LAN. dhcpcd is providing
DHCPv6 prefix delegation for the LAN.

Everything seems fine -- I can access the Internet from all my devices
on the LAN via IPv6 -- but the message fills up logs and is pretty
noisy.

Any help would be much appreciated.
