I re-ordered my classless static routes values like you did and the two previously missing routes
ended up in the routing table.  I guess you must be careful in getting the order right.

    option classless-static-routes 32,192,168,10,1,0,0,0,0,
                                   24,192,168,10,192,168,10,1,
                                   32,192,168,20,1,0,0,0,0,
                                   24,192,168,20,192,168,20,1,
                                    0,192,168,2,2,
                                    0,192,168,2,3,
                                    0,192,168,2,4,
                                    0,192,168,2,5;
