These are the logs when I fire command through cli.

Whereas on wireshark DHCP server sending lease with 8 days lease time.  Still I get this logs continuously

Your command works fine with dhcpcd-7.0.2 at least.
While I cannot rule out an issue with dhcpcd-6.11.0, you also have not provided any debug logs to show what dhcpcd is doing.

dhcpcd can expire the lease for a number of reasons - carrier lost is one.
