Some parts you can do now by simply omitting the options from dhcpcd.conf.
Some parts you cannot do without changing the code, such as MAC 
randomisation. I'm not sure that's something dhcpcd itself should be doing.

I plan to add an anonymous option which will override any configured 
options set to make it easy.

I don't like to comment on the suitability of other DHCP clients.
People should make their own decisions about what they need.
