Fixed in 5cba0b31f7d7a5ed2b419edc89274daaa9ca3957.

When testing this, I found I broke RFC2131 when we actually need to 
unicast due to incorrectly set ciaddr. This is fixed in 
1394cd9a65be98a3afb278f6d523dc262a721334.
