Hi Roy,
If I remove ia_na from the configuration file, dhcpcd does not solicit any message. Even if M bit is enable.

ia_na is NOT in any stock configuration.
That is a directive to request an IA_NA address from a DHCPv6 server.
It overrides any RA M/O instruction which clearly explains the behavior you are seeing.
