Can you post a tcpdump of the DHCPv6 transaction please, along with dhcpcd logs saying what it thinks the timers are?

This sounds like a bug in dhcpcd.

There is currently no way to affect the rebind timer once the lease is live (but this also applies to IPv4 counter-parts).
