I know they did this some years ago, not least discussed during the Frankfurt IPv6 congresses. But I haven't seen any PD change in the last half year or so, and noticed this while I was working on some IPv6 documentary video episodes. Cablesurf in Nuernberg DOCSIS IPv6 DHCPv6 PD. Also here Slovak Orange (French Telecom) DSL PPPoE DHCPv6 PD. Basically when you have a link reset you have no right to get the same IP/PD. Unless you have a static option. So this should not be a problem. The DHCPCD client is responsible to configure all again right so that the flow can continue immediately. Over new TCP connections of course. To Deutsche Telekom it also might be a privacy feature, that you have a 24hour disconnect anyways and then you get a new prefix with it. So you have a new prefix every 24hours like with the old IPv4 DSL. This can be a problem then for your LAN with SLAAC. Because all computers will still keep the old addresses even if you deconfigure them on your router and restart RTADVD service. That might be a reason not to use SLAAC but SLAAC only for link-local and site local configuration with your router's address (router advertisements). And for global connectivity DHCPv6 with lease times less than 1 hour.
