Well, CARRIER would generally occur after PREINIT or NOCARRIER.
There is even code to ensure that CARRIER only occurs when the internal
carrier flag is not up, so it must have been taken down at some point.

Can you post some logs please, ideally with other hook events either
side of the CARRIER?
