Unexpected "CARRIER" after "BOUND" (dhcpcd 6.11.5)

Hi,
I am seeing this unexpected event, "CARRIER", reported to the hooks file
shortly after (and randomly) the "BOUND" event. It happens on a specific
model of POE layer2 switch when POE power on the port is turned off and
then on again.

Any ideas?
