Yes, it's normal when you have debugging enabled.
When you don't, then you don't see that message.

Leases are only "released" by a command, or by dhcpcd exiting with the
release option set.
Did you mean something else like maybe lost or forgotten? I've not heard
of that before, but if it's the default route vanishing, then yes it's
fixed.
