For IPv4, dhcpcd implemented DaD as described in RFC3927.
For IPv6, dhcpcd will monitor the address TENTATIVE and DUPLICATED flags
as set by the kernel.
The exceptions to the rule are NetBSD and Solaris where dhcpcd will
monitor the address flags like IPv6.
