With latest trunk and D5469 the addresses are restored.
I tested on head r304837 so 194485 doesn't apply cleanly.
Also reverted my changes for 195197.
I first tested with virtio driver in a VirtualBox 5.1.2 VM which adds its
own issues "if down/disconnect/if up/reconnect" doesn't restore the
addresses and requires another disconnect/reconnect.
After "if up" the status says active but the link is still disconnected
so this is a virtio bug.
With 82540EM emulation there are no problems.
