DHCPCD RUN HOOKS - When do they run?

Sun Aug 28 19:00:41 2016I running dhcpcd 6.71. on a Raspberry Pi under Rasbian Jessie. I’ve been trying to use the unhooks to record the results of the DHCP assignment in a useful place, in a useful form for subsequent use by another program/daemon I am building. However, the script in /etc/dhcp.enter.run doesn’t appear to be run the first time dhcpcd retrieves an IP address; it appears to run only in response to subsequent events - like unplugging the interface, or running a dhcpcd -T. Is this the expected behaviour? Have I misunderstood the purpose of run-hooks? Thanks Roger
