dhcpcd-6.9.2 has the above issue. therefore this behavior on dhcpcd-6.11.1 is same
as dhcpcd-6.9.2. That's one of reason I cannot control our system by "dhcpcd -n" and
"dhcpcd -k". (trunk snapshot is also same as dhcpcd-6.9.2)
In case of our current controlling way ("dhcpcd -M -b eth0" and "dhcpcd -x eth0"),
my fundamental tests are OK with your trunk snapshot.

My fundamental testing results of both IPv4 and IPv6 are OK. Thank you for your applying
the above patch with your fine assistance. It helps me and us well. Because I can use
your artifact without my modification having some incomplete portion.
