Hopefully :)

The good news at least is that since that comment was written, dhcpcd
does infact know when the kernel thinks DaD has completed and will note
it. So making it craft a DECLINE message should be fairly straight forward.

Well, an open ticket would provide more visibility on the issue, so it
won't hurt.

I don't have any short term plans to implement it because as of until
now, no-one has really asked for it and I'm pretty sure no other open
source client supports it either. Right now I'm concentrating on
stabalising dhcpcd-6.11 and working on Solaris support.
