DHCPv6 Duplicate Address Detection

Hi Roy,

I looked at the open issues list on your website, and didn't specifically see this item.  I was wondering if the FIXME on line 3532 of dhcp6.c will be addressed.

RFC 3315 indicates that a node "SHOULD" perform duplicate address detection upon receipt of a Reply and respond with a DECLINE message to the server if any of the addresses are in use on the link.  I also noticed in dhcp6.c that there is a comment "we should decline the address".  It appears that the DECLINE message is sent in the case of a DHCPv4 duplicate address.  Will future versions of dhcpcd send a DECLINE message for DHCPv6 address duplication?
