Hmm,

if I understand section 17.1.3 of RFC 3315 correctly, this should be
possible to express simply as a preference for option in an
advertisement. Depending on the time the DHCP-Server takes, it would
have to arrive inside the time of the first collection interval, i.e.
one second according to the rfc, if the other server is sending its
advertisement also and arrive before all other advertisements in the
case where no advertisements where received in the first intervall.

An alternative might be to use the preference option though this would
not resolve the problem if two or more servers were using the same
preference value.
