Interesting. I am getting responses fine and there are no bounces from my mail

And you can post dhcpcd debug output of the address not being assigned to the 
interface I assume? Full output from dhcpcd starting to the test ending would 
be nice, with the word debug added on a line by itself at the top of 
dhcpcd.conf.
