Well, I think I have it fixed now, please download a new snapshot and
test it.
Basically the fix it to move interface activation to when DHCPv6 starts
on the requesting interface, not when a suitable lease arrives.

No, this is a valid point, but equally we need to allow users to say
"now activate as normal" without interrupting dhcpcd.

I'll see if I can do something for this for the next release.
