No, you can use it in dhcpcd.conf as well.
Pretty much all dhcpcd commandline options can be used in dhcpcd.conf, 
and vice versa.

I've often considered trimming dhcpcd man page aside from command line 
only options and showing how an option in dhcpcd.conf can be used on the 
commandline.
