You have not described what weird behaviour you are seeing, beyond 
dhcpcd exiting.
I also cannot find any problem running dhcpcd-6.4.0 or the latest code.
Can you replicate it using this command:
dhcpcd --rebind eth0

or only when rebinding by dbus?
