For the Archives, I was sent a tcpdump offlist.
Here is a summary of the problem and resolution.

I have modified my router and fixed the issue with 3 patches (1st patch 
is corrected by 2nd)

This still does not alter the fact that your router is sending an 
invalid prefix, dhcpcd is now just a lot less spammy about it.
BTW, my router broadcasts an unsolicited RA about about 5 minutes, not 
every few seconds. If your router is advertising unsolicited RA's OR 
broadcasting solicited RA's that much then that's another issue that 
needs resolving by your router manufacturer ;)
