It's not a dhcpcd problem.
All the dhcpcd logs (6.0.5 and 6.3.1) say the same thing - the address
assigned by DHCP was removed by a 3rd party.
You ifconfig output with a "working" address is not actually shown in
your logs at all.
hence, dhcpcd isn't actually doing anything different in 6.3.1 that it
was or wasn't doing in 6.0.5
