It looks like IETF is solving the RFC conundrum of mixing IA_NA and 
IA_PD in a single message here:

Once it turns into an RFC (hopefully sometime March 2014) dhcpcd will 
support it.
It might even support it earlier as it's a damned sight easier to do 
than any other alternative as well.
